Have you read The Physical and Land Use Planning Act, 2019 which orders counties to impose harsh penalties on applicants/developers who fail to complete their projects within 3years?.
Under this law, it is mandatory for a developer to begin construction within three years of obtaining approval by the county government, failing which the permission will become invalid and the developer will be required to seek fresh approval permits.
Furthermore the law requires a person who has commenced any kind of development without obtaining development permission to restore the land on which the development is taking place to its original condition or as near to its original condition as is possible and that such restoration must take place within ninety days. This therefore means that after 3years your jenga polepole project if not completed, will have to demolished as it's deemed to fall under this category of "Development without Approval".
Interesting Laws exist in Kenya.
