Is this the end of Kibaki's 'Free Education'?

For some kids being in school, is not just for literacy; it's also a golden chance to have a warm meal fill your tummy( food-for-education program) and a shot at success later in life.

The return of paying school fees is looming, Gvt cites chronic underfunding and rising cost of living. How is it that a whole Gvt is unable to allocate enough resources for just basic education for its children?
